Climate law: the bulk is on the rise while the aerial advertising banners stop.

Bulk sales and advertising. | Posted on 2021-04-03 11:29

As part of the examination of the global "climate and resilience" bill, two new decisions were taken this week by French deputies.

The first concerns bulk sales that the National Assembly adopted at first reading. This decision is in line with Law No. 2020-105 of February 10, 2020 on the fight against waste and the circular economy, including article L. 120-1. provides that "bulk sales is defined as the sale to the consumer of products presented without packaging, in quantities chosen by the consumer, in reusable or reusable containers".

With this decision, MEPs intend to encourage bulk sales. Among other things, it was decided that 20% of the sales area of shops over 400 m2 should be devoted to bulk sales by 2030. All these measures are part of a broader framework aimed at sharply reducing plastic consumption in many industries. We mentioned, for example, in our article of March 15, 2021, the major French distribution brands that are preparing for the end of packaging and on plastic packaging by the end of 2021.

However, the deputies took care to exclude certain activities from the scope of the law. This is the case for wines and spirits, cosmetics or perfumes, which are difficult to sell in bulk. " We must not put a certain number of distribution networks in difficulty ", admitted the Minister of Ecological Transition Barbara Pompili

In addition, the distribution of samples should also be greatly reduced. From now on, the consumer will have to make an express request. As for the distribution of leaflets in letter boxes, it is planned to reduce it significantly while observing, over time, how the paper sector and the recycling sector may be affected.

The second measure adopted this week by the deputies puts an end to an essential summer spectacle: that of the advertising banner flying in the sky on the back of a small propeller plane which we often thought was not he would not arrive at the end of his mission because he gave the impression of having trouble flying. Deemed too polluting, this activity will stop on January 1, 2022.
